Starting September 16 to October 28, 2026, the Municipal Act and Municipal By-law No. 2022-01 prohibits the use of municipal resources which are stipulated as follows:
a. Municipal resources in communicating information about the municipality’s programs or services, if the communication may reasonably seen as providing an electoral advantage to a candidate; and
b. The name, voice or image of a member of council in municipal communications
Restrictions on the Use of Incumbent’s Title
A registered candidate who is a member of a council must not use their incumbent position as their title in an election communication. This means that candidates may not refer to themselves as “mayor + candidates’ name” or “councillor + candidate’s name” in election communications. However, registered candidates can refer to the office they are running. For example: “Candidate’s name for mayor/ councillor”
A candidate CANNOT use:
- Re-elect Mayor [candidate’s name]
- Re-elect Councillor [candidate’s name]
A candidate CAN use:
- Re-elect [candidate’s name] for Mayor
- Re-elect [candidate’s name] for Councillor
This restriction applies to election communications, which are defined as any communication that is a campaign expense for a registered candidate during the election. if the communication does not create a campaign expense for the registered candidate, then restriction does not apply.
Locations where Campaign Posters and Signages are Allowed
As advised by the Province of Manitoba, it is a best practice that all campaign signage must display on its face, the name and telephone number of the person responsible for placing the sign or causing it to be placed, and the date the sign was placed.
- Posters are allowed on any public community boards EXCEPT IN THE POST OFFICE BOARD.
- Campaign signages ARE NOT ALLOWED IN LOCATIONS THAT:
- is a hazard or obstruction to vehicular or pedestrian traffic
- is attached to or obstructing a directional sign, a traffic control device or a sign erected, including the post or standard supporting the sign or traffic control devices
- causes damage to municipal or crowned property, including trees or a structure within a street
